Overall Mission
The charge of the subcommittee is to look at technical issues and
rulemakings that are of interest and impact to small business and consequently
to the Small Business Environmental Assistance Programs. Technical issues and interests
were approached as a basic building block in the early foundation of the
National Steering Committee. Central to the subcommittee's goals has been
the desire to get involved in EPA's rulemakings, policy
decisions, and guidance development in the representation of small business
interests.
Current Status
and History (Where have we been?)
Early on, the subcommittee dealt with several issues: the need
for a confidentiality policy, the incredible "once in always in" policy, a
common sense approach to Potential-to-Emit, and participation in the development
of the Wood Furniture MACT. Since August 2002, the subcommittee tackled
these issues by letting EPA know of these concerns, including outreach to let
EPA staff know that the subcommittee is available to participate in the
following: conversation to address "once in always in," editing of "plain
english" factsheets and rulemaking guides, representation on
STAPPA/ALAPCO Permitting Committee, sharing
of regulatory perspective and information, submittal of comments to a
proposed rulemaking under the signature of our National Steering Committee Chair
(re: proposed National Emission Standards for Hazardous Air Pollutants: Surface
Coating of Plastic Parts and Products -- 40 CFR Part 63), identification of
regional pockets of regulatory impacts on small business (e.g., wood building
products; paper and other web coatings), and more timely notification of pending
regulatory actions.
To set the stage for the roundtable discussions at
the 2003 SBO/SBAP National Conference in Baltimore, Maryland, two
questions were posed: 1) What technical issues do you feel need to
be addressed in the coming year?, and 2) How would you spend the
committee resources?
For more detail on the history of subcommittee
activities, see the following Memorandum from Richard Rasmussen,
Chairman to the SBEAPs:
Memorandum re: History
and Activity of Technical Subcommittee
Future Plans
(Where are we headed?)
The subcommittee will continue to address the mission described above, focused
on the direction determined from the working session at the 2003 SBO/SBAP
National Conference in Baltimore, Maryland. See the "2003 Working Session
Technical Subcommittee Report--Slides" shown below in the Resources section for
the future direction of the subcommittee as determined at the working session in
Baltimore.
As of May, 2008 there are still three more bins of proposed or final
area source rules which we will track, provide comments on proposals,
provide tools for outreach, and in general spread the word to all SBEAPs.
The workload on recent area source rules has consumed the majority of
time in subcommittee meetings/calls for a couple years now. Once all
the rules are final and outreach has begun, some time in late 2009 or
early 2010, we may want to review our charge and determine where to go
next.
Here are some specific activities/highlights from the past year
(2007-2008):
ü
Area Source NESHAPS
o
Paint Stripping and Misc Surface Coating (incl. Autobody, Plastic and
Metal Parts) rule comments and outreach materials
o
Dry Cleaner Rule corrections
o
Gasoline Distribution and Bulk Storage outreach
o
Plating and Polishing rule comments
o
9 Metal Fabrication Operations rule comments
ü
Submit recommendations to SBA for Regulatory Review and Reform (R3)
o

Subcommittee Members
The following are current members of the Technical Subcommittee.
For more information or to get involved, please contact Renee Lesjak Bashel,
Chair.
The subcommittee is losing two members who have been long-standing
and important contributors to our efforts over the years: Rudy
Cartier, and former Chair Richard Rasmussen. As Chair, I would
like to express a deep appreciation to them for all they have done for
the subcommittee, as well as SBEAPs in general, and wish them luck in
the future. You will be missed!
