All documents are numbered the same as in the catalog. For example,
document A-4 on this site ("CRS Report to Congress") is the same
document A-4 that you would order from the EPA SBO.
Note that not all documents in the list are available in electronic
format. Documents with the "document number"
as: 1) a blue hyperlink are available for download,
or 2) a black document number are either not available for download
or certain publications under the document number are available for
download separately (in that case the file names are shown in
blue hyperlink).
