The Guidelines Subcommittee of the National Steering Committee and CTC created the "Guidelines Survey" to gather consensus regarding the usability of the Clean Air Act 507 Guidelines that were originally created by EPA in January 1992.  All state Small Business Ombudsman and Small Business Assistance Program offices were invited to fill out these forms jointly.  Fifty surveys were filled out on line between June 27 and October 31, 2003.
