The Guidelines Subcommittee of the National Steering Committee and CTC created the "Guidelines Survey" to gather consensus regarding the usability of the Clean Air Act 507 Guidelines that were originally created by EPA in January 1992.  All state Small Business Ombudsman and Small Business Assistance Program offices were invited to fill out these forms jointly.  Fifty surveys were filled out on line between June 27 and October 31, 2003.  Survey responses are posted here in statistical format; individual text answers are included without specific program information.

  • The Ombudsman and management of the SBA Program are funded from administration budget which receives a percentage from each bureau (a total of 8 including air, water, waste, etc.) for administrative costs.

  • Some of our operating expenses are paid through Pollution Prevention money.
  • Over the next three years we will be receiving some funding from an EPA STAG grant to help develop outreach materials for the aggregate industry within the state. Outreach materials will include presentations, a booklet, and possibly a videotape.
  • The office of the small business ombudsman has been incorporated into a department customer service and one stop permit assistance office. These functions are funded through assessments to other programs including air, water, waste, etc.
  • Technical assistance unit is 100% Title V fees; Ombudsman program is heavily Title V fees but does supplement with Special State Revenues of its parent agency.
