Proposed Framework for a Flexible Track Program 05/07/97.  White paper that describes the draft structure for one of the first successful "alternative path" or alternative regulatory track programs for facilities with good environmental performance.  This paper led to the establishment of the highly respected New Jersey Silver and Gold Tract Program and also served as a model for EPA's National Environmental Performance Track.  Note: NJDEP has produced related documentation concerning the Silver Track: Silver and Gold Track Program Environmental Performance - Guidance Document, NJDEP, 08/99.
