Technical-Waste Subcommittee
The Technical-Waste Subcommittee was created by the National Steering
Committee (NSC) at the 2010 Small Business Environmental Conference held in
Arlington, VA. The subcommittee is one of three subcommittees formed from
the former Technical Subcommittee, one of six subcommittees created by the
NSC at the 2002 SBO/SBAP National Conference held in Chicago, Illinois.

Overall Mission
The charge of the subcommittee is to look at technical waste issues
and rulemakings that are of interest and impact to small business and
consequently to the Small Business Environmental Assistance Programs. Technical
issues and interests were approached as a basic building block in the early
foundation of the NSC. Central to the subcommittee's goals has been the desire
to get involved in EPA's rulemakings, policy decisions, and guidance development
in the representation of small business interests.
Current Status
and History (Where have we been?)
Early on, the initial technical subcommittee dealt with several issues: the need
for a confidentiality policy, the incredible once in always in policy, a
common sense approach to Potential-to-Emit, and participation in the development
of the Wood Furniture MACT. Since August 2002, the subcommittee tackled
these issues by letting EPA know of these concerns, including outreach to let
EPA staff know that the subcommittee is available to participate in the
following: conversation to address once in always in, editing of plain english factsheets and rulemaking guides, representation on
STAPPA/ALAPCO Permitting Committee, sharing
of regulatory perspective and information, submittal of comments to
proposed rulemakings under the signature of our NSC Chair
(re: proposed National Emission Standards for Hazardous Air Pollutants), identification of
regional pockets of regulatory impacts on small business (e.g., wood building
products; paper and other web coatings), and more timely notification of pending
regulatory actions. Through 2010 the technical subcommittee addressed proposed area source rules
by providing comments on various proposed rules. In addition, we have
provided tools for
outreach, and spread the word to all SBEAPs. We have also provided
input to the Small Business Administration in their Regulatory Review and Reform
effort.
Future Plans

The subcommittee will be working on the proposed solvent contaminated
industrial wipe rule and waste identification/generator status issues.
