Overall Mission
The overall mission/purpose of the measurement subcommittee is to work cooperatively to support the SBO/SBEAP National Steering Committee, improve SBEAP measurement information, training, and resources, and respond to SBEAP measurement needs in a timely manner. 

History
The measurement subcommittee was initiated as a result of the Working Session at the 2004 SBO/SBAP National Conference in Sacramento, California.  At the 2005 National Conference in Biloxi, Mississippi, there was a renewed interest in the measurement subcommittee considering the current issues with multimedia assistance and the efforts of the promotional subcommittee.  The subcommittee has completed the development of a Nationwide Logic Model and common measures from the Logic Model with the assistance of the EPA National Center for Environmental Innovation's Evaluation Support Division (NCEI ESD).  The models were presented at the 2006 SBO/SBEAP National Conference in Bretton Woods, New Hampshire.  In 2006, the subcommittee conducted a nationwide survey of measures designed to gauge interest in measurement as a whole and provide a mechanism for prioritizing the host of measures identified by the logic models.  From the survey results, the subcommittee developed a set of core measures and worked with EPA's Office of Small Business Ombudsman to propose changes to the Information Collection Request (ICF) in 2007.  In May 2008, the subcommittee received word that the changes were not accepted.  EPA is working on a response to OMB's comments.

Future Plans
Future plans include:  1) identifying outcome measures for data gathering in 2010, as a supplement to the Annual Reporting Form, 2) developing a tracking tool to assist with annual reporting, and 3) working cooperatively with other subcommittees to incorporate measurement issues.
