Do you have a state statute, policy,
MOU, or other written document that
established your multimedia *small
business environmental assistance
program (SBEAP)? If yes, please
explain and provide a link to the
document if possible.
Our CAP has agreed that our program
services need to be multimedia, but
the state has not “officially”
documented this change from the
existing air-focus language.
The Kansas Department of Health and
Environment (KDHE) contracts with
Kansas State University’s Pollution
Prevention Institute (KSU PPI) for
the SBEAP program.
The Scope of Work that is
part of this contract does contain
multimedia projects, but that’s the
only place it is in writing.
The contract is funded with
multimedia funding, not just air
funds.

How and when did your SBEAP begin
offering multimedia compliance
assistance?
We have had a multimedia program for
nearly 13 years.

Does your SBEAP provide confidential
services? Explain.
Yes. We report numbers and
data to KDHE, but not client names
or locations.

What role does the Ombudsman
play? Does the office address
multimedia issues or is it strictly
strictly an air ombudsman? What
agency or organization does the
ombudsman work in? Please provide
contact information.
The Ombudsman is the liaison between
the regulatory agency, the SBEAP,
and the CAP. The Ombudsman
works with the different media
programs within the regulatory
agency to acquire funding for the
multimedia SBEAP. The

What types of multimedia assistance
does your SBEAP provide (air,
hazardous waste, solid waste, water
quality, air, other)? Describe.
At this point our program provides
assistance with all of the above
media – both compliance assistance
and pollution prevention.
Through our contract with the
regulatory agency we provide
technical assistance both by hotline
and on-site. We also have
specific project deliverables such
as workshops, technical guidance
documents, etc.

Is your SBEAP’s work prioritized?
If yes, explain (e.g., by media,
rule, industry sector).
The majority of our funds come from
our air quality program, so we DO
prioritize our air quality clients
at this point. In past years,
we were directed to simply focus our
efforts where the demand was, but
that has recently changed due to
tightened budgets.

Yes. KDHE
also contracts with KSU PPI to
provide P2 and EMS technical
assistance to businesses.

No, not at this time.

component of your SBEAP housed

University, with satellite offices
around the state.
Where does funding come from for
your multimedia SBEAP (air permit
fees only, air permit fees plus
other sources, task-specific
funding, other)? What are the
funding criteria? Please note that
since this could be sensitive
information, this is an optional
question.
Our program is funded primarily
through air permit funds, but three
to four other programs also fund our
services and each year we apply for
different EPA funds to supplement
our services and fund special
projects.
How many staff does your SBEAP
have (using FTE equivalents)? Does
your SBEAP have a documented
performance measurement system
(system to track data on activities
such as web site hits,
hotline/telephone assistance calls,
mailings, onsite visits,
publications,
seminars/workshops/trainings,
teleconferences/videoconferences,
other)? Describe.
About 4, which includes support
staff for the SBEAP and 1.0 for the
SBO. Yes, we do collect
several data points, but plan to
align the data collection with
national systems and reporting
systems.
What have been the benefits of
providing multimedia versus air only
assistance? Have you performed any
cost benefit analyses? Describe
your successes.
Clients can obtain answers to
several questions by talking with
just one person. For a small
business this is definitely an
advantage. Staff may be asked
about one media specific issue and
then are able to make client aware
of other media issues that also
pertain. Multimedia assistance
is less likely to result in
pollution media transfer. Have you
performed any cost benefit analyses?
Yes, we have several; many are
documented in our case studies
posted at our Web site.
